Przedmiotem zamówienia jest wykonanie wycen nieruchomości gruntowych, położonych w granicach administracyjnych miasta Bielsko-Biała, pod kątem ustalenia wzrostu lub braku zmiany ich wartości, w wyniku uchwalenia lub zmiany miejscowych planów zagospodarowania przestrzennego albo w wyniku wydania decyzji o warunkach zabudowy, zgodnie z art. 36 ust. 4 ustawy z dnia 27 marca 2003 r. o planowaniu i zagospodarowaniu przestrzennym (t. j. Dz. U. z 2024 r., poz. 1130 z późn. zm.) – na podstawie udzielanych przez Zamawiającego zleceń częściowych w okresie do 15 grudnia 2026 r.
Celem wyceny jest ustalenie wysokości jednorazowej opłaty z tytułu wzrostu wartości nieruchomości w wyniku uchwalenia lub zmiany miejscowego planu zagospodarowania przestrzennego albo wydania decyzji o warunkach zabudowy.
Przedmiot umowy będzie realizowany sukcesywnie, według potrzeb Zamawiającego na podstawie udzielanych każdorazowo zleceń częściowych, którego wzór stanowi Załącznik do umowy
